It's listed in the Add/Remove Programs list : Microsoft .Net Framework (version number).

The framework only comes with XP SP-2 and Server 2003 or by downloading it like manavo11's link. ;)

Never checked it but what version of .Net framework comes with VS 2003?

I have 1.1 with Net 2003. I think v 2 is for Net 2005 Beta
