How can I set the desktop area just like sepdia.exe does.

That is, my application uses 1/6 of the screen,and the desktop uses 5/6.
And some icon like "My Computer" is seeable,and when another application is maximal,his title bar is seeable,too.

I don't know how to do this. But a program on planet-source-code does it. Bos, it's a shell replacement.
