about notification API

anybody has information about notification API in VB.NET,,, what is the purpose and what features it have.....

i have an application which will be running in background, and at a particular time it should make an alarm along with displaying a message WINDOW no-matter whichever other application is running on the top at that moment.... any idea ! :afrog:
