Missing Merge Module

I'm trying to create an install using Install Shield Developer 8 for a project of mine written in VB6. When I do a dependance check it says it can't find "Microsoft Jet Database Engine" a merge module. I have Jet40sp4 installed on my machine. This project is for Windows XP and above. Do I need this merge module and if so, where can I find it?

Also, as an alternative try building your distribution package using P&DW that is available in VB.
