You can use the FindWindow api function and find a program by it's caption.

Private Declare Function FindWindow Lib "user32.dll" _
Alias "FindWindowA" (ByVal lpClassName As Any, ByVal _
lpWindowName As Any) As Long

Private Sub Command1_Click()
'Find the calculator stating it's caption
hApp = FindWindow(vbNullString, "Calculator")
'Finds window and will tell it's hwnd
Debug.Print hApp
'If hApp = 0 Then no window found
If hApp <> 0 Then 'If found then...
MsgBox "Found!": Exit Sub
Else
MsgBox "Window was not found!", 16
End If
End Sub

Or you can find a program by it's exe/file path.

If the title is variable (i.e Notepad) then you can find it by its classname.

Private Declare Function FindWindowEx Lib "user32" Alias "FindWindowExA" (ByVal hWnd1 As Long, ByVal hWnd2 As Long, ByVal lpsz1 As String, ByVal lpsz2 As String) As Long

Private Sub Command1_Click()
If FindWindowEx(0, 0, "Notepad", vbNullString) <> 0 Then MsgBox "It's open"
End Sub
