What is the IP address telling me about the location? How can I determine, in which state (or city) is the server?

    what is ICMP.DLL used for?

I don't think there is a service that gives you that information. The best way i know is to search threw the organizations that keep the IP-databas. Do "Whois" depending of the location of the IP:

Europe, Middle East, Africa and some parts of Asia
    http://www.ripe.net/cgi-bin/whois

North and South America, Caribic islands, some parts of Africa
    http://www.arin.net/whois/arinwhois.html

    Asia, Southeast Asia and Australasia
    http://whois.apnic.net/

If you are lucky they have some information in the Whois databas of the exact location.
