The answer is "YES".
You will just need your tv has an S-Cable slot too or, you will need an adapter for RCA (your tv will need to have an RCA Video In, and allow you to select Audio/Video as a "Channel")
I forgot to say.. I think you know, but...
You will need to change your Monitor at "Video Properties" to your S-Cable jack (TV).
I think you will lost some image quality... :(

What does an RCA adapter look like? is it the cord with a yellow, white and red plugs?

Yes!
RCA is something like a, err..., a crown with a longer pin on the middle... (it's funny...)

i donno where i would find a picture but it doesn't really matter as far as RCA because i will get a TV with an S-Video slot. so that brings me to my next question, after i have hooked my computer to my tv (via the S-video) what do i do next? just turn both of them on?

As I said before (we answer at same time...)
You will need to change your Monitor at "Video Properties" to your S-Cable jack (TV).
I think you will lost some image quality...
To do this, I think it's better you take a look at your board's manual, cos, each board there's, maybe, a different way to configure...
I use a old Voodoo 3, and I used it the way you want to watch DVD movies on TV when I didn't have a "desktop" DVD. (I only had a DVD Rom at my Computer that time.)

You would not be able to read these forums if your monitor was a TV. Resolution on a TV blows chunks. Anywhere from 300x200 to 700x400. Stick with a monitor.

my NVIDIA card boots automatically to S-Video if the monitor is not turned on. The first version of the sw only allowed one screen at a time, but now I can have them both on. It is limited to 800x600 for the TV, but I can read *some* things. It's mostly good for playing games, and being able to read the name of the song and the artist for the song that's playing.

Correct, depending on the TV, it should come w/ a DVI or VGA connector which you would then plug your computer straight into and you get the same, if not better picture quality.
