Usually there are beep codes to tell you what is going on. x number
of beeps means bad video card for example. That is where I
would start. Then, take out ALL un-necessary devices, like CD
ROM, network card, usb devices, sound card, etc. The if the error
goes away, put one device back in and test. Do this until you
come accross the offending device.

I find the majority of the time when I get beeps when building a system the memory isn't seated good. Or worse yet maybe your friend bought memory that the board dosn't support. The video card not seating well is another common cause of beeps.

good advice from the other replys ,also just use 1 stick of memory
and try it in different slots ,plus if its a graphics card try different pci slots .
Could it be a dicky chip..? OR
flat Battery /i mean not fully charged

If all he has done so far is reseat the memory and the beep codes
changed, then the memory or mobo memory socket(s) could be
the bad component(s).
