Problems making an exe

I am trying to make an exe but I am getting the following error:

File not found: C2.EXE

I have this file on my system but I think it may be in the wrong place. Where do I need to copy it to ?

On my system c2.exe is in the vb folder
C:\Program Files\DevStudio\VB
