Web services!

hi!

i was wondering like how do you code a web service that
will be residing on the xchange server. i want the service
to get hold of the number of times a specific attachment
goes through or what type of attachments goes through
the server. I also want to get the person that mail is going
to, so that i can see who gets unsafew attachments from a
specific department!
