networking throu internet

here is the problem ihave..
i have a appliction (the access db running off a server)
i know how to have clients access this db within a PHYSICAL local network
like if there is buncha computers in a department then i know how to make it
accessable

but the client wants to access and update that db throu internet on the
other side of the world..
(is this possible without asp, and how so)
basically
how can i use internet to treat everything as if it was just a local area
network
