Very Confusing Question (at least for me)

How would I make an app, that proforms a certain task when another program is loaded or executed? For example, my app is invisible. Someone runs say, microsoft works, and then my app pops up and says "denied" and closes microsoft works? Any help i would apreciate, thanx
