I realise that it's overkill, but Windows XP allows you to shutdown computers remotly as long as the user initiating the shutdown/restart has the same username and password on every client. If you have a domain, this is redundant and you only need to be an admin. You could always set the stand-by times to be low so that when unattended it goes into stand-by in like 10 mins or something. If you had Windows 2000 or 2003 server, you could specify login times and that stuff. I know it's not quite what you wanted but at least it's an idea. Windows should tell you who's logged into what and when and how long as well.
I use Microsoft Visual Basic 2005. (Therefore, most code samples I provide will be based around the .NET Framework v2.0, unless otherwise specified)
