Assembly.Load troubles

I keep getting an IOException trying to do this:

Dim myAssembly As [Assembly] = [Assembly].Load("\Program Files\Sleuth Mobile\Plugins\Skids.dll")

This is on the Compact Framework. The file is most definitely there. Any ideas?
