Can VB6 do this?

I would like to create a database using VB6 and upload to internet without using other program. Can it be done? I have done a database program as a stand-alone program not upload to internet.
Last but not least in which new project should i work in if VB6 is able to do it? standard EXE, DHTML application or which...

i believe INET ocx (provided by my ms) has the upload capability..
