Tooltips on Dialog Toolbars

My app has a modal dialog with a FlatToolBar on it. I've set the ToolBar style to CBRS_TOOLTIPS and all my toolbar buttons have a "Text\nTooltip" property. But the tooltips don't appear.

Anyone know why not?
