Windows Server 2003 and Web Services

When trying to load web services on a Windows 2003 server I get a message saying that I need to install IIS 4.0 or better. I thought Server 2003 shipped with IIS 6.0. It doesn't seem to be installed. At least it's not under administrative tools. Any suggestions?

Windows 2003 comes lock down, so you have to install IIS. Click on start, manage server. Where it says Application server, click on Manage this application server. Follow the instructions.
