All of Microsofts characters were made in a program called Animation Master. It costs $300. There is another way though. Draw every frame of the animation and put it into The Microsoft Character Editor (more on that below). What Animation Master does it let you but bones into you characters so you dont have to draw every frame.
So Unless you have a whole lot of time on your hands, or are planning on getting Animation Master, have fun with all the characters already out there.

Animation Master 2000 is Made by Hash. http://www.hash.com
The Microsoft Agent Character Editor can be found at http://www.microsoft.com/msagent

Sorry, I've already looked on practically every warez site out there. I must tell you that warez.com really sucks and if you want a good list, email me ([email protected]).
Animation Masiter is made by Hash (www.hash.com). The current version is called Animation Master 2000 (or AM 2000). If you find it on a WareZ site, please let me know. Now, you may be able to use 3D Studio Max also but I dont know. That is easy to find on any warez site.
Regards,
Eric
