Active Screen Saver's Password

My father told me that at work, he wants to put a password on his screen saver, but the window of the "change screen saver" was nor avaible. Do anyone know how can I fix it?

What OS is he on....does he have all rights on the PC, or maybe he has to ask the administrator to do things like that on his PC?

The admin set new policy I think . Only admins can edit or change (enable buttons , options of other windwos or services) , if this is the case , then you can't fix it till you get admin rights .
