can't delete -remove ..upload

hi,
please help..I cant USE MY CONTROL-PANEL TO REMOVE ANY FÝLES...it says" transferring component error" dummy...!!

2..I cant use my email box(yahoo) cant delete e-mails..buttons dont work..and the color has changed!!!
3..I cant upload nor delete..my files to my "hosting-site"

What do you think is the problem..win98se..celeron900..128 mbsdram.."aopen mainboard"

Wow, that sounds like a lot of problems rather than just one. From my experience I would have to say you have a virus that deleted or rendered some of your system files. I would completly reformat your hard drives to be safe and reinstall windows, then get some good virus protection.
