programmers needed for a chat admin tool

ok what I'm looking for is someone or some people to program a Paltalk welcome bot / admin tools app.
I don't care what its programed in as long as when compiled its an exe.

what I mean by "Welcome Bot" is it greets people that enter the user with the @(admin of the room) chat room, and also remembers what users were in the room and came back.

the admin tools i will post later after i get a few peoples response.
