3D Engine using software to render
Who know a good 3D Engine using software to render and support other programming language

Why not just use DirectX? It supports software rendering mode.
And when you say 'other programming language', what do you mean? You have to be a touch more specific than that if you want me to be able to help you.

Only through Version 7, if I recall correctly. 8.0 and up no longer support hardware emulation.

8.0 supports software mode... or at least the sdk documentation for it seems to think so (it's been wrong before). Don't know about 9.0 though.

It supports a reference rasterizer, which will run at about 2 frames per second, and only if you are running the Debug runtimes.
