Can We create a component in IIS ,,If yes please help me,

In windows-NT(server side) i had created a component and deploying in windows 2000 (client side)..
but i am not able to give security priviliges to my component,,
Since there is no option to give security in Windows NT..
Kindly suggest what should i use to distribute my component to all clients....

Someguided me to use IIS for this problem ,, How to create components in IIS please help ,,,
version of IIS is 5
