Microsoft Outlook Send Mail

OK... I have code that sends mail using microsoft outlook 2002. It works fine. It creates the object and puts it in the Outbox folder. If microsoft is open... the mail is sent. But if outlook is closed, even though the object is created and put in the outbox folder, it doesnt sent. I was wondering if anybody had the code to "send and receive" all account in Microsoft outlook from VB.

What is your code to put and send the message?
Are you using Outlook or Outlook Express?
Are you connecting via MAPI to an Exchange server? Or via POP3/SMTP to a different server?
How would you normally "log on" to the e-mail sending facility? Via an NT Domain logon, or differently?
