Yes, you can write PHP code in notepad or any other text editor.

Just search the web for tutorials to learn syntax and then check out the manual at www.php.net to learn about all the functions and everything else.

There is an editor called PHP Edit that I use that's pretty good. HAs color syntax and intellisense too.
