config.sys RESOLVED!!!!!!!!!!!

I have Windows Millenium installed and need to get a DOS program working which requires ANSI.SYS loaded in the config.sys file. I have added this and rebooted the machine but when I check I can see that windows ignores this and renames it config.bak and creates its own config.sys with nothing in it......Does anyone know if its posible to get this working please. I know I can use a system disk if needed but dont really want to.
