Networks....?

ok how can i detect if a network exists. add the networks computer names to a combo box if possable get the user that logged on to each computer and load it along with the computer name. I'm makeing a porgram to allow network communication faster and easier than e-mail. I know i have to have an admin program or server and a non admin or server version. does anyone know of a site with good info on this or know what i need to do to make this work....?
