making a simple search engine

I'de like to start making a search engine with VB if there's a way. I don't know quite how they work (first problem) But i do know it has to do with looking at a site's metatags? I've made a little sloppy program that will search for a keyword through an engine but that doesn't work out too well in the long run. Could anyone help me out on getting started and point me in the right dirrection?

I don't know if this will be any help but anyways....

Most search engines only search pages that have been submitted to them through those pages it does search the meta tags but they don't search every page on the web their are just too many and it would just take too damn long, so i don't know if that's any help or whether that you can do it in vb or not.
