COM Assignment I have to do

Hi, I have an Assignment on COM that i have to do and i have no idea how to do it. I have attached the component i have to create, if someone could give me some clues or code it would be greatly appreciated.

What it is, is a Themometer that tracks the current temperature in our system. It needs to listen to events from 2 other components that i also have to create and randomly adjust the temperature. I hope this makes sense. Basically i have to fill in the blanks in this code.
