Visual Interdev, or good old Notepad.

definitely Visual Interdev
VBScript AND Javascript autocompletion, and nice color coding as well.
Just don't use the WSYIWYG editor, it majorly screws up your code at times....

ColdFusion (costs money, but I really like it)
or 1stpage (free)

not bad at all, has lots of features (not only for ASP).

Visual Interdev has 3 tabs Design, Source and Quickview
I only ever use "Source"
Design mode is the usual "Microsoft Knows Best" mode and is a total waste of time.
My scripts are usually too complicated to view in design mode anyway! ;)
