HOW TO BUILD A SIMPLE WEB SERVER

I am posting to see if anyone could point me in the right direction so i can gain some knowledge to build a simple VB webserver. When I mean simple I actually mean a webserver that simply just redirect's people to other server's based on some load balancing algorithm's that I designed. Thats all I want it to do for now. Any help would be greatly appreciated.
