Can someone show me how to code a rotating banner
using ASP ?

Why do you need ASP to create a banner?, banner's are normally just animated gif's and as long as you have a good gif editor you can create them quite easily then you just stick them into your html and off they go. If you could be a bit mor specific, I may be able to help.
