Ok, i'm trying to figure out how to open up a dll file and see what's inside of it.. for example, here's a declare:

Public Declare Function sndPlaySound Lib "winmm.dll" Alias "sndPlaySoundA" (ByVal lpszSoundName As String, ByVal uFlags As Long) As Long

how would i open up winnm.dll and find "sndPlaySound" inside there? i've been told it's possible, but the person was unable to send me required files for the program he said i needed, so i'm just wondering if anyone else knows how to do it?
