really depends on what features you want. If you just need the bare minimum VB app creation, just get VB .NET. Also if you need ASP .NET WYSIWYG editing you can get a very good free editor from Microsoft here.

If you dont really need the lazy tools( :p ) like the visual Database connection tools, that is all you really need are the above things.
