Detecting whether DirectX is active

Hi all, i've wrote a program that changes & refreshes the desktop every 15 mins. The trouble is, if a DX game/program is running at the time, it causes the colours to appear incorrectly in the game.

Is there any way of detecting whether a DX application is running/has focus?
