PC shutdown Problem!!!

Hi,
When I shut down the PC, it doesn't shows me the screen
"its not safe to shut down u'r computer"
what can i do to solve this problem. And when i reboot the PC, many imes it goes into safe mode. Is it the problem with logo.sys?
what can i do?

Does Scandisk run automatically on reboot - indicating a problem with shutdown?

We had this, fixed it on a Win98SE box with a warm re-install of Windows.
