Help Newbie! - API Documentation

Can any one tell me where I can find out the functionality of windows API's. The API viewer application that comes with VB tells me how to declare API functions and subroutines but does not tell me what the function or subroutine does!

Can anyone tell me of documentation or a database that will tell me the functionality of specific API's.

http://www.vbapi.com has some really good free documentation on most all of the important Windows API functions.
