I just got the complete version of the Borland C++ Development Suite ver 5.0 (still in the shrink wrap) for $28 at an auction is that a good deal or could I have done better?

if not, than you got ripped.... if so.......
you got a REALLY GOOD deal....
borland C++ enterprise is like $2000

Considering $28 won't buy much anymore it won't keep me up at night either way. ;)

Hong Kong Currency is pretty low, you could probably buy a house for $1000 USD.
