Well completely depends on what you mean.

If you mean VB6. Buy it.
If you mean VB .NET. You can
a) Buy the IDE. About 99$ for standard edition
or
b) Download the .NET Framework SDK for free from microsoft.com and write your apps in notepad and compile with the free command line compiler that comes with it.

Yea you can download the free SDK and somewhere i heard there is a ide for C# that someone made.
