Run-time error with COM DLLs

Hi All

In SP3 i saw :Eight or More ActiveX DLLs in Compiled Project Cause ErrorQ192653:A run-time error can occur in compiled Visual Basic code when the application uses more than eight in-process COM DLLs.

What does it mean?

According to Microsoft, this has been fixed in SP3. Is this not the case?
