Sound muted on desktop

Slowly writing an apllication in VB, that plays back movie files using the "msdxm.ocx", provided by MS.

Problem:

When playing the movie the ocx defaults that sound is ok to play if the "issoundcardenabled" function is true. But, how can i tell if the user muted sound on the toolbar of Win 95/98/Nt?

Is there an API call that gives me this funtionality?

PLEASE HELP, BEFORE MY COMPUTER GETS IT!!!!!!!!!!!!!!!
