How to play a wav or mp3 file using directX (From VB) ??

You can use DirectMusic for wav files (the first few tutorials that come with the SDK should do what you need), and you can use DirectShow for playing mp3 files.

The tutorials are in the SDK documentation. Download them form the MS website if you dont have them.
