lol, a moment of clarity hit me about 15 mins after posting this...
The solution is to create and link all of the OLE Objects in the PowerPoint slide, and then group them.
Once grouped all you need to do is set the height and width on the entire group. Powerpoint's scaling then effects the entire group, not just the individual object and so everything is laid out correctly :D
