VB ActiveX in C++

I wrote an activex drawing program control in VB and got really ticked off to discover the INet security features wouldn't allow activeX unless security set to minimal.Does C++ give the ability to have an interactive page without server side stuff and without a security error? I want to publish this page on the net for everyone without scaring them away. If this is posible can a nu-be like myself do it easily? If not any sources of info?
