ms visual C++ is the best in my opinion but some free ones are DevC++ (www.bloodshed.net)
and I think there is a free copy of borland

Use

To throw away OOP for low level languages is myopia, to keep OOP is hyperopia. To throw away OOP for a high level language is insight.
