There are many possibilities, so you will have to decide the best way to do this for you. For me, since I know perl, I'd grab the XML module and use it to parse the XML and have the perl output the HTML. I've heard of people storing whole XML in SQL databases before, but I can't think of why they were doing that, but XML is just fine as a text file on disk.
