Moveable interface components

I see in vb6 and other MS apps like Outlook there are windows that you can move about. For example in the VB6 IDE you can move the components at the left, the properties at the right.

Also in Outlook there is a bar that can be moved. It separates the inbox and other folders and the preview pane.

Are these interface components available to use, and if so, how?!

Arent there special Office 2000 components or something?

I don't believe so. I seem to rememeber this being asked recently, and the only answer was to make your own.
