I've seen lots of people trying to avoid 100% cpu usage inside there programs, but what if someone was developing something like a benchmarking application, wouldn't you want to be able to max out the cpu and memory? How would someone go about making the cpu run at 100% or is this even a relevant benchmarking a cpu. Perhaps somehing more along the line of

Complex equation * Time 2 solve

would be a more accurate reading.
