Recently I have come across some different types of programs that are able to modify the Windows Title Bar, the look, color, and even shape. I would like to do the same thing but I am not exactly sure in which direction I need to be heading in, if someone could point me in the right direction it would be greatly appreciated. At a latter point, if I finish the first objective, I would also like to be able to modify the scroll bars. If know one knows how to do this it is no big deal but if you do then it would be greatly appreciated.

You may want to do something like windowblinds?
Use

To throw away OOP for low level languages is myopia, to keep OOP is hyperopia. To throw away OOP for a high level language is insight.
