Ok, if im selling a program of mine, is there a microsoft policy that i have to follow or some kind of disclaimer i have to add giving them some cradit. Also for the runtimes, can i include them with my program or do i have to ship them seperatly. Or can i just sell my prog without worrying about anything! Is there a tax i have to pay to the Government?!!?!?!?!? AHHHHHHH!!!!!

No, you don’t have to credit anybody. It’s your program.
Yes, you may distribute the runtime files freely. (Use the SetUp wizard to package all the necessary files your program will need).
Yes, you will have to pay taxes the rest of your life. However, if you sell your program over the internet, there are no sales taxes due since the internet is a tax free medium – look for this to change in the very near future.
As far as disclaimers go, it’s not a bad idea to disclaim responsibility for everything such as loss of data or suitability for a particular purpose, etc. Check out the license agreements you “Agree” to on any software you have installed.
